Risk Reduction Strategy
At JUMBOO, we apply a proportionate moderation strategy, which does not rely solely on removing illegal or abusive content. Many contents, although legally tolerated, can mislead, harm public debate, offend certain audiences, or amplify toxic dynamics.
In such cases, we favor measures to reduce reach, visibility or functionality, consistent with the principles of freedom of expression, digital security, and public interest.
Managing the impact of sensitive content
Why Reduce Instead of Remove?
We believe that not everything is censorship. Reducing the reach of content allows to:
- Limit the virality of misleading, manipulative, or shocking statements without infringing on freedom of expression;
- Prevent spirals of misinformation or moral panic, while documenting facts;
- Protect vulnerable audiences, especially minors, without making sensitive topics invisible;
- Foster a calm debate environment by avoiding highlighting hostile or polarizing interactions.
What Measures Do We Apply?
The reduction measures are graduated and decided manually, after human analysis. They notably include:
1. Algorithmic reach reduction
- Removal of content from “For You” or “Explore” feeds
- Non-indexing in search suggestions
- Lowering of recommendation score
2. Partial feature deactivation
- Disabling comments or shares
- Temporary blocking of monetization or sponsored promotion
- Suspension of eligibility for certain trends or badges
3. Contextual visibility restriction
- Automatic blurring or cropping of shocking images
- Application of an age filter or warning before viewing
- Geographic or language limitation depending on local risks
4. Contextual labeling
- Addition of a context label (e.g., “unverified content,” “satire,” “sensitive topic”)
- Link to reliable sources or explanatory notes validated by expert partners
Typical Examples of Reduced Content
- Unverified viral rumors, information taken out of context
- Satirical or ambiguous deepfakes and edits for part of the audience
- Conspiratorial statements without hate speech, but causing confusion
- Highly emotional content (crimes, accidents, suicides) shared without warning
- Sexualized or suggestive content, though not explicit, targeting young audiences
Legal and Ethical Framework
Our reduction measures are based on:
- Article 14 of the Digital Services Act (DSA): obligations of proportionality and justification of restrictive measures;
- The First Amendment (USA) and Section 230 (CDA): protection of freedom of expression while modulating algorithmic amplification;
- The Charter of Fundamental Rights of the EU, notably Articles 8 (data protection) and 11 (freedom of expression).
Transparency & Appeals
- Each reduced content is subject to an internal decision log, with a unique identifier;
- A warning is visible to the author, explaining the measure, its duration, and available appeals;
- An appeals form is accessible in the user interface or via dpo@jumboo.io;
- Reduction statistics are published in our semi-annual transparency report.
